Développement professionnel et capacité d’agir des salariés en entreprise. La France et l’Allemagne au prisme des multinationales

Sur fonds de mondialisation de l’économie, d’exigences de flexibilité accrues pour les entreprises et leurs salariés, mais aussi d’une diversification des aspirations individuelles par rapport au travail, ce projet propose d’étudier les interactions entre les politiques d’entreprises et la capacité d’agir des salariés quant à leur devenir professionnel en France et en Allemagne. Nous analyserons le rôle des politiques du travail et du personnel des entreprises, et la manière dont celles-ci interfèrent avec des facteurs structurels externes, de nature institutionnelle, mais également économique et sociale. D’un point de vue conceptuel, nous mobiliserons la notion de capacité telle qu’elle a été définie par Amartya Sen autour de la liberté de choisir, la pouvoir d’agir et la responsabilité collective.

L’enquête empirique qualitative appréhendera la capacité d’agir des salariés en lien avec trois thématiques débattues aussi bien en France et en Allemagne, mais à partir de lignes de problématisation différentes :

1)  La thématique du développement professionnel, en lien avec les politiques d’entreprise et les possibilités de développement des compétences et de carrière qu’elles offrent aux salariés. 2 ) La thématique de la qualité du travail, sous l’angle de sa prise en compte par les entreprises et des attentes des salariés en la matière. 3 ) La thématique de l’équilibre entre vie privée et vie professionnelle, en lien avec la distribution du temps de travail, l’intensification du travail et les risques psycho-sociaux.

L’approche se veut à la fois comparative et croisée, en ce qu’elle entre sur les terrains français et allemands à partir de multinationales installées dans chacun des deux pays. Il s’agira ainsi de contribuer à une approche croisée du travail en France et en Allemagne. L’ambition est de rendre compte de la manière dont les salariés et les entreprises se positionnent aujourd’hui dans chacun des pays, de manière contrastée ou non, par rapport à des enjeux et des problèmes similaires, en tenant compte de la structuration historique des institutions et des catégories qui encadrent leur action. D’un point de vue méthodologique, l’approche articule ainsi différentes perspectives : institutionnelle à travers la prise en compte des institutions qui encadrent le travail, organisationnelle à travers la réalisation des monographies d’entreprise, et individuelle à travers la conduite d’entretiens biographiques. Elle combine par ailleurs différentes échelles – de l’échelle locale d’un site de production ancré dans un territoire à l’échelle transnationale d’une multinationale, en passant par les niveaux régionaux et nationaux.

Professional Development and the Power to Act of Employees: France and Germany through the Prism of the Multinational

Against the background of the globalization of the economy, the increasing demand for flexibility from both companies and their employees, as well as a diversification of individual aspirations in relation to their work, this project aims to deepen our understanding of the interaction between company policies and the power to act of employees within the trajectory of their professional becoming in France and Germany. We will analyze the role of work and staff policies in the functioning of companies and the manner in which they relate to external structural factors of an institutional, yet equally economic and social, nature. From a conceptual point of view, we harness the notion of competency such as it was defined by Amartya Sen, essentially concerned with freedom of choice, the power to act and collective responsibility.

This empirical qualitative investigation will enquire into employees’ power to act in relation to three common topics of debate in France and Germany, and on the basis of different modes of interrogation.

1) The thematic of professional development, with regards to company policies and the opportunities for career and skills development which companies offer to their employees. 2) The thematic of the quality of work, viewed from the perspective both of the initiatives of companies and the expectations of employees. 3) The thematic of the balance between professional and private life, in relation to the distribution of work time, higher work intensity and the concomitant psycho-social risks. This project aims to be both comparative and cross-cutting, insofar it approaches the French and German fields through the prism of multinationals established in both countries. It thereby aims to contribute to a hybridized approach to work in France and Germany. The ambition is to demonstrate the way in which employees and companies in both countries respond to shared problems and challenges, whether in contrasting or parallel fashion, by taking account of the historical structuring of institutions and the categories which frame their action. From a methodological point of view, this approach brings together three different perspectives: the institutional perspective, that of institutions with the power to structure work; the organizational perspective, through the production of business monographs; and the individual perspective through the conducting of biographical interviews.
